I haven't been able to find an answer to this question. We are taking my daughter's BF, age 17, to DW this summer. If the parents of the BF receive a PIN code and will not use it, can their daughter use it for our trip?

The person who's name is on the card has to be part of the party. And since she's a minor on top of it, I'd say your chances are slim to none.

Reservation has to be in the name of who the pin belongs too

No, but check the website for the summer public offer. It is very similar to the current PIN deal.
