What are fast pass lines being used for?

Club 33 is not the annual passholder program. It is very exclusive, and very expensive. You can read about it here.
A lot of Club 33 members are actually corporate memberships. That's how I got to eat there - my DWs BFF worked for one of the corporate members - like box seats at a football stadium. the corporate Club 33 membership may come with FP line privileges but we didn't get to use them.
 

DAS is for a person with a disability that prohibits them from physically waiting in line. They get a card (for every member in their group) at the main entrance. They go to the cast member at the attraction and show them their cards and will be assigned a return time for that ride based on current wait times, they can only use this card to wait one ride at a time. They can go do whatever they want and return at their designated time for the ride.
Just a quick note: DAS is no longer a physical card (as it was with the now-defunct GAC, or Guest Assistance Card) - it's tied to your MDE/MagicBands. Just one person from the party needs to go to the attraction entrance to get a return time for the entire group, which is then tied to the group's MagicBands, just like a FP (except it can't be edited by the guest). Anytime after the return time, the group can arrive at the attraction's FP entrance, where each will scan their MagicBand just like a FP. This is one reason that could explain the guests scanning their bands that the earlier poster saw.

This is true for Disneyland. At WDW, it is mostly individual memberships. The lounges are very small, and members may only bring in one guest for each member in their party. Club 33 does get to use the "alternate entrance" at all attractions except RotR.
