US driving test for British teen

My daughter is coming to the States to work for a year from July (not sure where yet) and most prospective employers want her to be able to drive. She does not have a licence yet (less common here for teens) and may not have time to learn to drive and pass test before she comes (long waiting lists). Would it be possible for her to learn to drive when she arrives? Is there anything you think we need to know about this issue? She is 18 by the way.
 
If she is coming to the state of Florida, she can print off the driver's license handbook and study for the test. I believe when she takes the test (it has been many years since I have taken the test), she will have to have a vehicle and provide proof of insurance for the vehicle.
