Can you purchase tickets at all of the parks and can they scan old tickets?

You can purchase tickets at all the parks, Guest Relations and resorts (no AP at resorts). And if the ticket has a bar code, it can be scanned. If not, Guest Relations can help you.

Some old (and all new) tickets have magnetic stripes.

If there is no stripe of the stripe is damaged, they can tell what's on the ticket from the Number codes printed on it.

You can actually now CALL WDW and, if you read the numbers to the CM, they can tell you what options thye have left on them.

I took it upon myself to do exactly what I said and call 407-WDISNEY to get the top secret "special" number.

This is the number that I was also able to get 2 weeks ago by just mentioning to a reservation CM that I wasn't sure that I needed tickets b/c I had all these old ones. I had these same tickets a year ago and asked and they told me only at WDW, so this does seem to be a change. Doesn't seem to be a hidden number or not avl to the public- this CM knew exactly what I was talking about and had the number at hand.

The number is (407)566-4985 and they will gladly help you.
They are only open Mon-Fri and will only check 3 at a time.

If you have complete booklets, they have little value toward trade-in. YOu might be given a one-day, one park, non-upgradeable ticket. If it is not complete you can get a credit toward purchase of a new ticket, but the individual coupons are worth between 10¢ and 25¢ each.

You can get a lot more from selling it on eBay or someplace to a collector.
