NEED HELP with purchase of digital camera

I don't have a digital camera, but would like to buy one soon. I know nothing about these cameras, but I would like one that has a stabilizer. If anyone could please help me. Thank you

what is your budget and what types of shots will you be taking?

I don't really have a budget, because I don't know what I am looking for. I would say not over $400 or $500. This is just for normal picture taking.

Look at the canon S2 IS and S3 IS. they both have image stabilization but that will only help relieve camera shake. It will not help stop action in low light

The S3 will kinda stop the action in low light due to ISO 800 capability. Most people forgot about this very important feature.
