Yes, for CC Silver, Oct 8 at 12:00:01 is when you can start booking shore excursions, Palo, and the spa!
This will be when I'm booking, too. I have it on my calendar!
But, I have a question... I think I read on this board somewhere that they go by Eastern Standard Time, so does that mean that here on the West Coast, we can start booking at 9:00:01 PM on October 7 (which is 12:00:01 AM Oct 8 on the East Coast)???
Or does it not work that way, and the people on the East Coast get to book 3 hours before I do and I have to wait until 12:00:01 AM Oct 8 PST?

My understanding is that the booking opens at 12:00:01 AM Oct 8 EST which means for us West Coasters its open at 9.00:01 pm on the Oct 7th (PST).
At least this time the time difference works in my favor - which was not the case when I have had to be up ready to book at 4am local time because booking opened at 7am EST. Not fun.

And just a throw in on the lanyards. It was nice to have customized lanyard on previous cruises. The ones we had were Dis green (of course) and the string was thinner and softer than the DCL ones. The drawback I can see to those types of lanyards was that they were not suitable for holding pins if you were a pin trader. Oooh, now there is a thought. Might see if I can get the kiddos some cheap pins for Christmas that they can trade on the cruise.
