Couldn't they keep a little bit of the Rivers of America, like maybe the part by Liberty Square and stretching out to Tiana's? Or at least to the start of the new Frontierland? The boat could stay stationary by Liberty square's dock and people could still go on it and see it and there would be a bit of water left separating that area from the hills and Western rocks of the Cars area
No. The entire Rivers of America is the land they have to use for the Cars and Villains portions. Basically, they went for the cheapest option to "expand". There's land beyond the river and railroad but that would be a lot more expensive to develop from the ground up. Instead, they can just use the previously dug up land as the foundation for the new portions. Disney said in a blog post today that the Cars area will be located where Tom Sawyer Island and Rivers of America are currently, so it's not speculation.

I'd like that!If they left the riverboat stationary in a short section of "river" they could use it as a character meet and greet, or even for special events or a dessert party. It's been used for that before, so it's not that much of a stretch and it would keep the riverboat as a feature of the area.

The design looks a bit like...general American Southeast? Which I actually don't mind. It makes sense when you consider 1. that's an area of the US that tends to be written off or seen as "uncultured" when a unique culture does exist there and 2. probably that geography represents a big chunk of domestic WDW visitors.Depending on how it’s done, since the Cars are somewhere in the frontier rather than specifically in the Radiator Springs southwest, they’re arguably able to strengthen the frontier immersion vs. “You’re in the rugged frontier, but there’s also a steamboat and a colonial area in your field of view.”

Cars area is more the mountain states, like Colorado/Wyoming. Rocky Mountains, Yosemite type areas with geysers. As someone the lives close to the ocean I have seen much bigger boats than that moved. It’s usually in the middle of the night and the block off the entire road to 2 way traffic.That would be a major undertaking

They knew and they knew there would be blowback, and lots of it.
