I had a similar experience this last cruise at the Vista Cafe. The woman tried to tell us the snacks were only free when you purchased coffee, which is not true. I even found it on the DCL website where it said they are complimentary.

I thought at Cove Cafe, you could help yourself to the desserts. Is this not true any longer?

I've seen it handled both ways on the Wonder. Sometimes, it is self service. Sometimes, the sign is out that they will serve you. Once when the sign was out, I asked for 2 things in the case. The server told me to sit down and he would bring it to me.... he left the cafe and came back a while later with a plate overflowing with the 2 items. While it was a nice gesture, I really just wanted one of each and felt bad about having to toss out the rest. Also, I didn't like having to sit and wait when there was stuff in the case right there.
 
Just off of the Wonder last month and I served / helped myself to any and all of the goodies in the case - FREE!!! Well, several thousand dollars, but no extra charge.

I might have received disapproving glances (but don't think so) from the baristas in there, but I'm clueless (unless it's DW giving me the stink eye)

I loaded up a plate when they had the savory items out to share with DH who was watching funnel vision movies. I got a little glance at least, but I just didn't make eye-contact!

When ever my wife says something is free on a Disney Cruise, I just remind her it's pre-paid.
