But your chances of being 'locked out' of a given resort are actually GREATER if you have a booking NOW than if you have no booking at all!
(This is the crux of what I'm trying to get across)
It's counter intuitive because most people think that having a reservation at the resort means they can automatically convert that reservation to the promo.
And that is just not true.
You can only convert your reservation based on availability of the promo at the resort for the dates you picked.
By virtue of already having a room booked, you have effectively skewed Disney's perception of the amount of bookings they already have for that travel window... which effectively reduces the amount of rooms Disney is likely to offer on the promo you want to switch to.
(All of this is : Provided you call to make the reservation at the same time you would have called to switch an existing reservation and in both cases you ask for the same resort.)
There have been years, 2008 springs to mind where the amount of rooms at Pop Century (cause this is the one I remember) were VERY limited for most weeks during the promo. Oh the wailing and the gnashing of the teeth on the boards about THAT! Many folks were disappointed and a lot of them had to switch either their travel dates (and ADRs they had so carefully made months before) ... or switch to another resort that wasn't even their second choice.
All that could have been avoided if fewer people had booked in anticipation of the promo and Disney had a more accurate take on how many empty rooms they really had at Pop Century.
As it turned out that year (If I am remembering this right) Disney later issued a different promo in July or August that included P/C to burn up all the rooms that got dumped by hopeful F/D bookers.
I really want to say I'm not 'fighting' here.. but REALLY trying hard to explain this concept. I'm not now and won't ever be a F/D guest. So I have no dog in this fight.
I work in radio and our annual ratings period (very important) goes from September 1 to October 30 every year. So F/D will NEVER be an option for me because we're never allowed vacation during that time. I got an exception from my boss for the closing of Pleasure Island. I'm such a geek.
