Are there ever any FD PINs outside of the usual FD timeframes?

Last year I received a FD PIN that went from some time in January until the first of March. Unfortunately, I didn't get to use it.

In 2011, we got a free dining pin for 4th of July.

However, it was free QSDP at values and moderates and DDP at Deluxes.
