Wrist bands

Heading back to WDW in December. We still have our wrist bands from trip last year.

Will we be able to use them again or will we be re-issued new ones?

If you're talking about Magic Bands, the answer to both questions is yes. (When I think of wrist bands, I think of the ones they issue at the MNSSHP and the MVMCP.) Yes, you will be able to use them again and yes, you will be issued new ones. You can use one or the other or both. (I don't mean both at the same time; I mean you can bring both and use whichever one you feel like.)

You will be able to still use them. They are interchangeable. The bands last for about 2.5 years so they should still be functional as well.

But make sure to test both your MagicBands on your resort room before leaving. I had an old band that allowed me to enter the park and make purchases to the room, but it wouldn't let me into my room. It was odd because the other bands that I had worked. But otherwise I haven't had problems.
