Unfortunately, no - which IMO is stupid, but there you have it. Having said that, if you'd like to save the transatlantic phone charges, I'd be happy to make your PSs for you. It will be my pre-trip good deed. (I leave in 6 days - woo!!!!)

The only way I've found to get around all the phone calls is to let someone else do it.

When I use Dreams Unlimited to make my WDW reservations, I just email my agent a list of where I want to eat with the times. They will take care of all the phone calls, saving me frustration.

It seems like the "on hold" time on the phone to make PSs is getting longer all the time, and a lot of the new hires at CRO are difficult to communicate with.
