Unfortunately, you can’t use Target Circle earnings to buy a gift card, just like you can’t use a Target gift card to buy a gift card.

Thanks for the heads up about Harris Teeter fuel points! I have been anxious to restock my fuel points now that we are in a new month, and somehow I completely missed the 4X on gift cards in my weekly email today.

I don't use Ibotta anymore, I think that's about to change since I no longer have Sam's Club to buy PetSmart gift cards at 20% off.
Are there stacking opportunities here when buying GC from them?

One downside to Ibotta is that they don’t accept credit card payment – you can only pay with debit cards. PayPal Key seems to be blocked (but it’s worth a try anyway in case it works for you), while the Point debit card doesn’t earn cashback on gift card purchases from Ibotta and so there’s no benefit there. The PayPal Business Debit Mastercard does earn 1% cashback on Ibotta gift card purchases though; crypto debit cards might work too, but I’ve never tested that out.

Things worth noting about this offer:
Kroger sadly doesn’t sell denominations larger than $100 online.
$100 cards have a $5.95 purchase fee and $50 cards have a $4.95 purchase fee, plus there’s a $0.50 shipping fee per card.
That means your net cost for $150 worth of Visa or Mastercard gift cards will be $151.90 after taking into account the $10 discount from using the promo code, so still slightly more than face value and before accounting for any kind of liquidation fees.

This deal is therefore only worth it if you value the 4x fuel points you’ll earn at greater than that amount. Also note that because you’re buying these online and payment is processed by Blackhawk Network, you won’t earn bonus points by paying with a card that earns more at grocery stores.

So what options are there, only guessing; CC with organic spend, CC offering X back for online purchases and/or CC spend to meet a threshold requirement.
