Generally, East Coast based hotel chains have tipped housekeepers, while West Coast based hotel chains (including Disney, incidentally) have non-tipped housekeepers. If you really want to be sure whether your housekeeper is paid a living wage (no expectation of tipping) or not (tips are expected), your best bet is to ask the GM of the hotel. However, since the Swan and Dolphin are owned by Starwoods, which is based in White Plains, NY, I suspect that the housekeepers there are supposed to be tipped.
So that's another thing folks comparing the prices for the Swan and Dolphin to the Disney resort hotels need to factor in: With Disney housekeeping, there is no tipping expected, while for Swan and Dolphin, tipping is expected.
