Has anyone ever tried to get a stroller from GR and they had run out? Do you get to keep them for your whole cruise or do you have to return them each day? Can you take them off the ship at ports of call?

We only did this once a while ago, so not sure if things have changed. We got one no problem but I think we went early the first day. If I remember correctly, it's a $250 deposit which you get back when you return the stroller.
You can return it at any point or keep for the entire cruise. We did a 4 day, so it's possible rules are different for longer cruises. Yes you can take off ship.

You should be able to call call 800-951-3532 once paid in full to make a request.
On castaway cay, joggers and wagons are complimentary at the first and second tram stop, and are first come first taken basis.
We have cruised with a 14 month old and used an umbrella for our time off the ship. never had need on board.
As a parallel. For wheelchairs, they are for on ship use only.

We got one mid-cruise last year for our 5 year old.
(He did such a bad job sleeping at night that he'd crash for naps in random places.)

We were on a 11 night, so I suspect there were fewer kids. In any case, we didn't have a problem getting it.
