Oh they definitely do this. One particular crowded spring break day the CM running GRR line was mismanaging it. By mismanaging it I mean, the single rider line was well up the stairs and the regular line was over an hour. And yet the lady kept leaving a minimum of one seat open. The raft I was on in fact had two seats open.

Couldn't figure that one out. Maybe she was new? Anyways point is the CMs up front had to keep closing the single rider line because she wasn't use it properly and causing the line to back up. So yeah they definitely close the Single Rider line.
We've seen mismanagement at Screamin', too. I can't even describe how bad we've experienced it two times. Awful. Second time I was in the line as well and we had to sternly get the CM's attention (no yelling, of course no yelling, but in a carrying and firm voice like we're dog trainers or onstage) so they knew there were people that had been waiting FAR longer than the normal-line people they were seating at that point.
OK, I have question. We'll be there in July with some friends that have an 8 year old boy and a 9 year old girl. I've been doing lots of reading and planning with Ridemax and I feel like if we want to do RSR more than once or twice per day we are going to have to use SR. My boys are 15 & 14 so I'm fine with SR. So my question is, at the end of the ride does it kick you out into an area swarmed with people? These friends have never been to DLR or any theme park. We were there in Dec. 2011, pre CL, So I haven't seen it.
Would it work to have the parents in front in the single rider line, then the little kids, then my boys? That way they are never alone in line or at the end? Can you hang around and wait at the end? I just don't know what it looks like at the end. I'm hoping this will work because the wait times, even late at night, freak me out! Like 75 minutes at 10:30pm. And the 8 year old boys LOVES Cars so he's going to want to do it often. Advice please! Thanks!
We'll be there for 4.5 days with park hoppers but don't have EE because we are able to buy our ticket on a Navy base where we live (with a significant discount.) We're civilians though.

The exit is stairs, go past the photopass area (where you claim your ride photo), and on down the path which leads out of the ride area and dumps you basically at the Stanley statue. The path is wide and you can stop and look around at just about any point along it.
We have one child, and we sandwich him between us, though like another poster said doesn't necessarily mean he'll be on in between our vehicles. Seating is funny and vehicles are nearly constantly going, so you just never know. He likes to wait at the photopass area, which actually makes sense because we've had Photopass Plus when we've gone, and we need to get his ride vehicle's picture's number anyway. I thought he would want to wait along the path, but he likes that area, off to the side, staying out of other people's way.
But I've told him that if he ever wants to move along, he can just wait near Stanley, but not in the way of people taking pictures of Stanley.
Isn't Single Riders for Single Riders? Why are families getting in this line? Would you like your 8 year old sitting next to......
A family is made up of single humans. As long as the family doesn't mind sitting separate from each other, and knows that they will almost certainly be doing so, there is no problem whatsoever with a family getting into the line.
I don't mind my 8 year old sitting next to other people enjoying rides which are constantly and continuously monitored with videocameras EVERYWHERE, especially in rides where there are other people around all the time, and everyone is restrained in their seats.
He's not going on a ride like Screamin' solo yet, because I would worry about his fear level in case of a ride stop and evacuation from it. But something like the Racers I know with 100% certainty that he would be fine with an evacuation.
