I think it was the latter. He was framing his shot in the camera. (I watched it.) He had a clear shot at the cameraman but wanted to shoot the reporter first, and clearly waited for it to be captured correctly. She was taken off guard; they all were. He stood there for quite a while in front of them, but all three victims were engrossed in the interview.
It is truly disturbing to see something like this, but hopefully analysts can learn about what makes someone like this go to these extremes.

When he first raised the gun, the cameraman was filming Bridgewater Plaza. He waited until the cameraman turned back to the reporter to start firing. It was very surprising to see how long he was standing there with an out stretched gun and not noticed.by either of the ladies. Pure evil and I'm glad he's dead.
