Question about snacks on the DDP

I know that a snack is considered as under $4 - I am just curious to know if that is limited to only 1 item per snack? For example, at one place chili and fries are both considered a snack - can I order both, since they are under two dollars each and count it as one snack (and have chili fries!) or would they count as two snacks? TIA!
