I don't know about where you folks are from but 'round here, that's a verbal contract. We were never told it could be rescended at any time. I'd bet my attorney would say that's a verbal contract.
DVC has never made any written guarantees about the minimum number of points you could buy. It's just a sales policy that is completely subject to change at any time. The minimum buy-in for new members has changed since DVC started. DVC sales policies are not set in stone, nor are they covered in any of the legal documents.

Another way to buy in where you can't USE your points / membership until you've actually paid off a certain percentage rather than being able to call & book something as soon as you sign on the dotted line. Or maybe something like if you were buying 100 points and you have paid off 25 then you could use only the ones that are paid for - so say you could book 2 nights on points rather than 6 or something. It would allow people to preserve existing deals / prices / incentives but would help if you were trying to pay for it in cash rather than financing it. (Just a thought...
)
