I'm sure that this question has been asked and answered, but I can't search past inquiries, so.... We have a choice between going to WDW during Presidents' Week 2004 (Feb 16-20) or for Spring Break (week after Easter, April 12-16). Is it less crowded during Presidents' Week or that week of Spring Break? Which time would you choose to go?

I would choose Presidents' week. Our first trip was Easter week in '97. I vowed to never do that again (although I would pick Easter week over not going at all). We have taken DD out of school the last three trips (mid-May, end-Feb, and beg-Mar). None of these had near the crowds that Easter week did. I'm sure Presidents' week would be more crowded than these, but not close to the levels at Easter.
Now that DD is in high school, we decided we couldn't take her out of school any more. With that option gone, we choose summer over Easter, so we will be back at the end of August.

Presidents' week is usually very crowded with very long lines for popular rides (over an hour and often more most of the day). Many who have gone then have complained about how overwhelmingly crowded it is.

The Easter week is only about 2 to 3 times larger than the crowd during Presidents' week (think 3 hour lines for Test Track) and people who have done both pine for those "small" crowds during Presidents' week

I actually think i would skip both those weeks and try to find a week in between. I have never been there on Easter Week, but I can tell you that President's week is crowded. And it's also Speed Week at Daytona. There are a lot of race fans who take a day or so to do the parks. So that ups the crowds a bit.
