I believe the fleet is already past its expected life expectancy. Rather than replace it, they are babying it along.

It seems like they do a major refurb on one just about every year.

Probably more than one. I suspect there's a regular rotation. Done right a major refurb gives you a vehicle as good as new.

They pretty much would have had to start the process already for that to happen.

Yes depending on what the train is getting done refurb can last abywhere from 4-12months. If attendance is down or it's the "off season" they'll pull back a second train and start an additional refurb.

There is no plans for new trains at the current time, we'll be lucky to have new ones for the 75th...

That was the original lifespan of the Mark IVs. I don't think bombardier ever gave a lifespan on the current Mark VIs.
