I tried on my phone and my computer, both no longer show the warning...Is it gone? Can we borrow 100% again?

Now, this is only one person's experience, but since I literally just got off the phone with MS (Susan - who was incredibly helpful!), I did want to share. Is it a one-off pixie dust moment or a sign of things to come?

I had a trip planned already for my wife and in-laws for September at VGF. Had a 2BR and studio separately booked already using my full allotment of points available (including only borrowing 50% from 2023). I called to ask about availability to extend my wife and I's portion with a cash room. To my surprise, she was able to ask for and grant an exception to let me use 57 more points from 2023, effectively letting me borrow 70% in total. She also said that "they" (MS management I guess) seem to be granting these exceptions more often lately, so maybe it's a sign of the borrowing restrictions being lifted sometime in the near future? Or maybe it's DVC actually trying to do right by their members again.. Regardless, just wanted to pass this along since I saw this topic posted.

Ok now I’m calling in (was holding off till I heard) but two days ago it wasn’t letting me borrow 100% on one of my contracts to book for Christmas 2022)

It makes sense to me that they would lift the restrictions if their data starts to show that rooms are going empty that would otherwise potentially be reserved if they allow you to borrow the points. That would burn through more future points that would otherwise not be used yet. If a lot of people are currently banking, then not allowing more borrowing to offset that will just sustain a bigger surplus of points down the road.

Yep - that's a great point

Thats awesome. Maybe it will remain but allow some flexibility on case by case.

I wouldn’t risk it. DVC can cancel the ressie if your over the 50% limit.
When the rule went into affect last year, there were quite a few people who's reservation got canceled after a few days due to the restriction.

Maybe they are allowing it if within the 7 month window and there is a certain percentage still available. The poster who was able to get it already had a stay with multiple rooms and wanted to extend it a little, that is probably why the exception was granted.

I cannot find this rule anywhere on the DVC website now...
Does that mean it has expired?

Disney IT stays confused!

At this point the rule is limited to 50% which was published in 2020. I think if you go back through all the notifications and such you may find it there.

The home resort rules and regulations has always been where you find it but that only mentions it can be limited and suspended from time to time.

Apologies if my post caused any confusion. As the OP stated, the removal of the notice, plus my experience; it just seemed a little too coincidental, so I just wanted to publish my lone data point.

My belief is that officially the restriction is still in place, but MS may reserve the right to make exceptions here and there (depending on what? who knows..). But the morale of the story is that is certainly doesn't hurt to ask if you find yourself in a similar situation now.
