Meal Plan question

If you buy your resort separately from an outside source(expedia), can you buy the meal plan? I can not find on Disney's website how to buy. Only if you purchase your resort there.

The only outside source that I know of that you can purchase the meal plan on is AAA. Other than that it is strictly a WDW package deal.
