Here's a little backstory....
SIL has a son from a previous marriage (son is now 14). ExDH hasn't seen him in YEARS and I mean YEARS. Hasn't paid but $12 in child support since he left (when child was about 3-4) Thing is.....in the divorce, they got joint custody. She does not know where he is now
Fast foward to today SIL, new husband (been married 6 yrs now) and said child are supposed to take a cruise with us this summer. They went to go get their passports today and was told that they couldn't do it because the biological father needs to give permission for her to take him out of the country. How can he sign anything if nobody knows where he is and even if they did find him, he is the type of person who would NEVER sign anything like that, in spite.
Is there anyway around this? Probably not, I'm sure. But we're all just confused here. They already have already put the deposit down (and I THINK put their tax return on the rest of it to pay it off) .
Does anyone know what they can do?
