I don't think you're wrong. I think it's likely just regional differences in how things are prepared.

This is the type of beef stew I'm used to seeing. Definitely broth, not a thick gravy.

Ah, that makes sense. In my area (or at least my own family), beef stew was always thickened with a cornstarch slurry before serving.
