Does that mean that even in an outside queue, you have to wear the mask outside?

I believe so from every thing they posted. It eliminates the gray areas, the blurred line of what applies. Enter a line, put it on.
 
Not terribly surprised. Florida, like much of the country, is in the midst of a surge. Let's hope it dies down quickly as it seems to be doing in S Africa.
We heard on the news the other night they were speculating the peak in the Orlando area sometime in February.
 
At Animal Kingdom in early Dec, I believe masks were required in the outdoor queues but it seemed harder to enforce than indoors. On Everest since the line went so quickly folks kept their masks on when passing the first CM at the entrance through to boarding the ride. At Safari, where the wait was 60 minutes and folks were packed like sardines, it was more like 50/50 masks on until people boarded the ride. I would expect a similar rate of compliance at Universal depending on how well interspersed TMs are, how often they choose to remind folks, and how long the waits are for outdoor rides.
