Does anyone know if Disney has the free dining is usually offered during the first week of December?

Nope. Dates from last year:

December 15 – December 21, 2015

 

[MakiraMarlena]

for the past few years the first week of December (actually the first 2 weeks) has been excluded from the general public offer. I think it's anticipated it will be the same this year.
