Fast Pass+ For Non Resort Guests - Advanced Reservations?

I thought on the 31st they announced that folks who were not staying at a WDW resort could still make their fast pass reservations up to 30 days in advance. I called Disney and they said that this was only for annual pass holders. This does not make sense to me.

I am actually flying out today to stay at Pop Century, but this is for a friend who is staying off-site over Spring Break that I want to help out (it is their first trip to Disney and I want it to have as much reduced wait as is possible).

It seems to me like they should be able to purchase their tickets on line, link them their My Disney Experience account (they already set one up), and make their fast pass reservations on line.

Did I misunderstand the announcement? Has anyone else successfully done this?

Thanks in advance for the help!

We are here now, offsite camp rebook. Disney is notorious for wrong answers over phone by general contact. What u states above should work fine.

there are numerous threads on this subject, yes you can book FP+ in advance if you are staying off site. You have to link your tickets to MDE.
