Where on the go site does it mention 4 PM?

it doesn't.

The Party officially starts at 7pm.

For years (atleast going back to 2010, but i assume further than that) Disney has unofficially allowed party goers to enter at 4pm. However, every year it is subject to change and nobody can guarantee an early entry until the first party is held and it is confirmed that they let party guests in starting at 4pm (or whatever time they actually allow it)

I was first in line for the first party last year and they started letting us in at 3:45. So it could be a bit earlier.

I wouldn't use the first party as an example of what would happen considering they also forgot to clear the parks.

I had an adr at CRT at 4:20 and they kept me held til 4pm at the gate for a fisrt week of October party.
