I am not quiet sure what your question is.

At this point it is just a rumor that DVC will be building a resort at DL.

Or are you asking when the point chart will be available to trade at exisiting DL resorts.

The only thing I heard concerning DVC at Disneyland, is that they now have Kiosks at Disnyland in California. (Besides the points for stays at the resort.)
