i think so, but it's probably easier to say expedia is just offering rooms at the same rate as the fall room discount

Yes, but that wouldn’t explain the question of WHY/HOW they are able to do this, which is what the OP asked. And it wouldn't explain the price *if* Disney was able to book their rooms theirselves and Expedia wasn't, still offering that rate.

I just want to be clear and concise.
