I'm sure it could be done. It would involve hauling it by truck to the Epcot lagoon since there aren't any waterways that could be used to get it there otherwise.
But the question is "why?". It wouldn't be an attraction for people to ride. That view of it would only be good from across the lagoon because the American Garden stage would block the view from the land side.

In addition to the actual moving of the vessel, they would have to add facilities for the bar and the required shore side connections. And where would the access to the ship be? Seems like a lot of work just to have another bar in Epcot.
