I don't know. "Between party members", with party being singular, sure sounds like members of your party.I don't think it means between each member of your party. Its meant for if you join another party for a meal you can't pay for their meal and vise versa.
IMO the more surprising thing is no price announcement.

Yes it has but I don't think I ever seen it happen. Wondering if they will follow through with it now. IMO what they should do with the dining plan is have set dishes at each restaurant that can be used with the dining plan. It was far and few between that had an upcharge or wasn’t included. The only one I can remember was Marekesh where they had a regular menu also 2 special multiple course meals called feasts. You could use a credit for a ‘feast’ by paying a reasonable upcharge. I think that was better than not allowing with the plan. I really can’t remember any other QS or TS restaurant that didn’t include all the standard entrees. Toward the last year of DDP, I remember some changes about how dining credits could be applied. There was a well known hack of using the significantly cheaper child (3-9yo) credits on adult meals. This could referring to that.This stood out to me. Are they going to track meal credits by person now? Before you just got a bucket of credits and it didn't matter who used them.
So no snack/dessert with QS meals. That sucks when you only get one snack credit per day now.

Just ahead of 2024 Walt Disney World vacation packages going on sale tomorrow, Disney has updated the list of eligible hotels for its Early Theme Park Entry benefit.
Several non-Dsney operated hotels are now listed as only offering Early Theme Park Entry through December 31, 2023. Disney has previously said that its own hotels will offer Early Theme Park Entry through 2024.
It remains unclear if these hotels will have the benefit extended into 2024 at a later date. Here are the hotels that are currently offering the Early Entry benefit through December 31 2023.

- B Resort & Spa Lake Buena Vista
- Wyndham Garden Lake Buena Vista
- Wyndham Lake Buena Vista
