Can 2 High School Grads,1 will be 18 and one will be 17,[2 weeks from 18], go on a Disney Cruise together without parents, as a grad gift??

Your best bet would be to call Disney directly and ask them.... but I believe the answer is no. If you were both 18, you would be able to. However, if anyone in the room is under 18, then another person aged 21 or older needs to be in the room too. I think that's the policy... but again, you should call DCL and ask...
