Can everyone book Free DDP now?

Hi,
I have been reading through a few posts and even those without Disney Visa's are booking for Free Dining, is this true? Can I go ahead and book or are we supposed to wait until tomorrow 04/12/07???

Have heard tomorrow, but sometime CRO does book a day ahead...wouldn't hurt to call and try!

Just tried calling and was told that no, it is not available to non-disney visa holders. I called twice and was given the same answer both times. Oh well, just have to wait till tomorrow.
