I just read that if you borrow points and cancel a reservation the borrowed points remain in the current use year. So basically, you just have to use them by the end of the current use year (no banking of them, right?)

Would it be accurate to say that borrowed points reservations that are cancelled follow the holding account guidelines?

Yes. Borrowed points are just like "regular" points. The only difference is they expire at the end of the Use Year and can't be banked again.

Borrowed points do not have the same restrictions as points in a holding account. You will only have points in a holding account if you cancel past the 31 days cut off. Otherwise borrowed points behave just like points that you have for that current year except you can not bank them back into the year that you borrowed from.

Only if you cancel at less than 30 days out.
