Yes, they are busy at breakfast and dinner. If you are going for dinner don't forget to catch Bob Jackson at the River Roost, I think he is there Wed-Sat.
 
It depends on the time of year... we were at POR in November and did not need a PS... however, during busy season, I would think you would... it's popular!
 
We were there March 24-30. We got a PS ahead of time for Easter breakfast, but it wasn't crowded when we got there. While there we got a PS for Saturday night at 5pm from guest services at 3pm the same day. We also just walked in for breakfast once. If you go towards the beginning of the meal you probably will just be seated, but if you want to be sure you could make some Ps's... Don't miss the breakfast...blueprint omlette....mmmm mmmm mmmm.
 

It depends. We went last May and made a ps for breakfast and one for dinner. We did not need the breakfast ps (the place was dead!) but we did need the dinner one. I'd make one "just in case"!
