That's the million dollar question. Nobody has been able to figure out the rhyme or reason of who gets one and who doesn't.

Where do people find these travel agents that have disney deals? I tried CAA and they were the same price as I already have.

Following! Going Oct 13-20 but haven't booked yet. However, I'm worried that everything will be booked up by the time discounts are released (if at all). October has turned into quite the popular month and many resorts are already full
If we do book something and then discounts are released, can I somehow still get the discounted rate?

Last time I went, I used a TA that specialized in WDW. She was able to get me the discount when it came out.
