In all th years we've gone we've never had to use fast pass so I'm not that famliar with how it works. Just a couple of questions if you don't mind. Must you be a guest on property to use fast pass? If you have an Ultimate Hopper Pass and are staying off property can you use fast pass? I know about getting a time frame and returning during that frame to ride. I'm just not sure who can and can not use this feature.

Anyone and everyone with a ticket can use it. Under 3 don't need a ticket to the park and would not need a fastpass for the attraction (they would be accompanied by someone who would have a fastpass).
 
One additional thought regarding FastPass--when you receive a FastPass, make sure you look on the ticket for the time after which you can get ANOTHER Fastpass. There used to be some hard and fast rules about when you could receive another FP.

Obviously the system wasn't designed such that you could circulate to each FP attraction in a 15 minute period and schedule rides on each.

However, the original "rules" have been altered in the rider's favor. Sometimes you need to wait a couple of hours before you can get another FP, other times it's only a few minutes. This can really come in handy for FP attractions that are in close proximity to one another, like ToT and RnR at MGM, or Space Mtn and Buzz at the MK.
