There have been quite a few reports of exactly that (the bolded, to be clear) happening at pirates specifically.

In January I saw empty boats on the fast pass side of operations. That far side use to be great, practically walk on many times of the day during previous visits with similar crowd levels.

There have been empty boats going out at POTC for years and years. There is a reason and it has nothing to do with FP+

I've only ever seen empty boats going out when there is hardly anyone in line or there is an issue with the boat.
