Do we also have a problem with guests that pre- book camp site to run a business similar to the descriptions for DVC availability scammers ?
There was an issue in 2023 when the rates/booking for 2024 were going to come open.

Pay particular attention to post #3 and post #35. The issue was spoken more openly about on a FaceBook site which I downloaded copies of a few relevant official letters from...
A FEW travel agents were tying up campsites early on and holding them (working Disney's process at the time).
I don't know if Disney is continuing to NOT pay TA commissions now or not.
One thing I DO KNOW after 5 decades of booking FW campsites is that there is a huge LOCAL orlando group of Fort Fans (sound familiar?) who book sites for many weekends per year
as soon as they come available. And they don't spec them but hold them for family/friends based on near term/recent conditions.
For example, when 2026 bookings become available, they immediately book 1/2 weekends in April, May, October, November, and December hitting the major holidays like Halloween. 2/3 nights around the weekend. Cram a bunch of people on the site, split the cost, cancel within the allowable weather window if conditions look poor, and crowd the Fort (maybe with AP or not). I've seen it done (and chatted up a few locals over the years). And truth be told, if I lived within a 2-3 hour drive of FW, I would do the same. Because doing so is STILL within the rules.
The
Travel Agent issue was centered on a very few TA's as far as I read here on the DIS. WDW cracked down on them like DVC is doing now with the commercial renters. There are more "fish to fry" probably in the DVC space but yes, the concept is the same. And ending these abuses makes it more fair for us regular folks.
