If you get a WOC fastpass, are you blocked from getting another FP for two hours like you are with the ones issued for rides?

No, the WoC machines do not communicate with the rest of the system. So you can get a Soarin Fp then WoC in the same minute, or more likely a WoC FP and then go strait to get one at screemin or ToT.
