Why is it on "Cops..."

Why, on "Cops," most of the people the cops bust have no shirts on? It could be the middle of summer or it could be the middle of a winter blizzard. There will be at least a few perps who have no shirt. Why is this? Do criminals steal because they need a shirt? If they try to rob like Denny's, will they get thrown out because of "No shoes, no shirt, no service?" Do the cops need to describe what shirt the perp is wearing because none of them do?

Not only don't they have a shirt, they always have a pile of laundry in their house. Since I seem to have this problem, I sometimes watch cops to see if I'll turn up. I tell dh if he is ever planning to be on this show, tell me so I clean my house before the police show up.

haha... have you guys seen the "cops" skits on SNL? They're usually wearing shirts, but only have their whitey tighties on below.
