I am hoping to book an onsite room for the end of August 2015. I will probably book at rack rate with the hope of a discount becoming available. I would like to know what offers were available to the general public for room discounts August 2014 and also approximately when the discounts appeared. Thanks.

I would call periodically as your dates approach and just ask if there is a PIN code attached to your name. We stayed Beach Club in August, and when I went to book with the AP rate, the CM told me I had a PIN code (never saw it in an email or in the regular mail) and the rate was even better than the AP!
