When does a photo start being a painting?

we stopped at Tamarack ( I77, Beckley WV) and saw this man's work

...while it was interesting , i started wondering how far you can go before a photo stops being a photo and starts being a painting...in the work he had exhibited you really couldn't tell what the photo was, it was more great colors, good "painting" imo but not sure if it's good "photography"... or does it matter, is art "art" and it doesn't matter what you call the technique? ( but if so, then where would you stand on watercolor vs oil etc) so any opinions on the subject?
 
A painting does not have to have paint covering the entire surface of the canvas or paper.

A photograph can be used as the starting point for a painting as opposed to using a blank canvas.

A lot of artwork has been done with adding color to a black and white photograph using paint.

The final result can be called what the artist wants to call it, except in order to be called a painting, the artwork must have involved paint and be artistically meaningful if it started out as a blank canvas instead of as a photograph.
