we stopped at Tamarack ( I77, Beckley WV) and saw this man's work

...while it was interesting , i started wondering how far you can go before a photo stops being a photo and starts being a painting...in the work he had exhibited you really couldn't tell what the photo was, it was more great colors, good "painting" imo but not sure if it's good "photography"... or does it matter, is art "art" and it doesn't matter what you call the technique? ( but if so, then where would you stand on watercolor vs oil etc) so any opinions on the subject?
