I have never really paid much attention to the exact cost of each person when eating at the Crystal Palace for Breakfast. We also will have a 2 year old with us this upcoming trip. Can anyone tell me what it cost for a 2 year old?
The two yr old eats free. You may have to pay for a drink for him or her, but we usually never got charged for those either. A little extra pixie dust.

Yes, it's still free for 2 and under if you are not on the dining plan. I have never had to order an allergy-friendly meal but I am pretty sure there would still not be a charge.
Usually, if you order something, you pay for it. Either ordering off the menu or ordering a beverage. I'd guess you couldn't order something else for a kid not paying to dine at all without paying for it. But that's just a guess.

3) If a child orders anything at a non-buffet or non-AYCE, they pay. *

4) No where does it categorically state kids-under-3 eat free.
* At many TS eateries or buffets, the wait staff may not charge for the
drink of a small child, but they are allowed to do so. If the under-3 year
old eats only from the plate of another and does not order anything, including
drinks, at ala-carte eateries, there is no charge
If you order a specific meal for the child, you will be charged. If you need an allergy free meal, order one for one of the adults or get a chef to walk you around the buffet and point out what items are safe in regard to the allergy
