That is really disgusting. My mother has a thing about putting tissues and baby wipes in the toilet (not toilet paper)...she says - they are going to clog the toilet- trouble is that she is remember back in the old days when they used those cesspool things in the yards...now it goes in the sewer and there is no problem flushing those!
Many people still have septic tanks and wells.
Please think about this when you are at other people's homes. I would be very annoyed if I knew people were flushing anything other than tp (I buy brands that are better for septic systems) and waste. My mom has had people try to flush all kinds of stuff at her house including wipes and pads.

I know some people who dump all their leftover food and things down the toilet. What's wrong with throwing it in the trash? Also, why would you flush tissues? That just seems like a waste of water to me.
I have an aunt who has something wrong with her septic system. It is shared by several houses. Instead of fixing the problem, they throw all their paper into the trash and only flush when someone has pooped. If no one pooped that day, the pee would sit there all day. It is disgusting and smelly.
I have been known to adhere to a modified "if it's yellow... " policy.

My kids are little, so if we're all about to leave the house or they're getting ready to take a bath I will let everyone (or a few of us anyway) go and then just flush once to save water.
Also, when they were potty training I would still use wipes to wipe them and I would throw those in the bathroom trash (I did fold them up)-- since they can't go into the toilet. Our trash cans have lids and I would take them out daily. I keep a very clean house and never noticed a smell issue.
