Is there a car rental company that doesn't charge an additional fee for an under 25 years of age driver?

Officially there are none that I know of unless you have a corporate code to waive the fee.

I don't know when you're renting, but I just rented a car for my 24 year old daughter from National. There's a code on mousesavers that waives the under age fee. You could check to see if the code applies to the time that you need to rent.

There are many codes/discounts that waive this fee, mousesavers is a great resource for public codes available to almost anyone (or they detail the specifics of what is required to qualify - ie. AAA).
