Has anyone heard any reports as to whether there was significant inpact at TDR? Seems like Tokyo was hit pretty hard.

No, Tokyo wasn't really affected by Jebi in any meaningful way beyond heavy rain & wind. Jebi hit the western part of the country and did extensive damage there.
